The Opportunity
WSDOT is eager to hire multiple real estate professionals to support WSDOT’s Northwest Region (NWR) Real Estate Services office as Title Examiner & Reviewer. The primary focus of this position is to conduct file reviews and title examinations for property rights that need to be acquired for highway construction projects. This position plays a critical role in support of WSDOT’s mission by ensuring property rights acquired under the threat of eminent domain comply with Federal Regulations, state law, and WSDOT policies and procedures.
What to Expect
Among the varied range of responsibilities held within this role, the Title Examiner & Reviewer will:
Perform detailed review of title reports and underlying documents and analyze complex legal descriptions and historical documents.
Analyze, prepare, review, and finalize legal descriptions, real property deeds, easements, agreements, permits, and exhibits.
Collaborate with acquisition agents to acquire necessary information and documentation to finalize conveyance documents and additional documents for title clearing as needed.
Collaborate with region reviewers, acquisition agents, and other internal and external partners to resolve issues.
Update Real Estate Services databases with appropriate property acquisition information and upload and transmit final transmittal files to ECM for archiving.
Conduct extensive research and compile real property and right of way related documents using all government and private resources available to provide recommendations.
Review and finalize notice of Final Action to property owner and newspaper publications notices prepared by acquisition agent.
Support engineering staff in development of right of way plans and exhibit maps and instruct on procedures for acquiring rights needed.
Provide training and instruction for other NW RES staff and consultants
Qualifications
To be considered for this opportunity, the following are required:
Bachelors degree in any discipline and three (3) years of experience in real estate transactions (sales, acquisition, property management, appraisal, title, escrow, underwriting), OR
Associate degree in any discipline and five (5) years of experience as a title examiner, title officer, escrow officer or LPO, loan coordinator or loan underwriter, OR
Seven (7) years of experience as a title examiner, title officer, escrow officer or LPO, loan coordinator or loan underwriter, OR
One (1) year of experience as a Property Acquisition Specialist 4 Title Examiner
In addition to:
Proficient with computer software including Microsoft Office (Word, Excel, Outlook, PowerPoint, Teams) FileMaker ro, Adobe, SharePoint.
It is preferred that qualified candidates also have:
Current driver’s license
Bachelors degree in business or public administration, real estate, economics, accounting, or related field.
Prior work experience with a state or government agency
Prior work experience with right of way
Experience applying the Uniform Relocation Assistance and Real Property Acquisition Act, Revised Code of Washington (RCW), and Washington Administrative Code (WAC) relating to acquisition and condemnation of real property and property rights, title examination guidelines and procedures, and the WSDOT Right of Way Manual

This position works 100% remotely.
By issuance of proclamation, the Governor of Washington State mandates that all employees who work for executive cabinet agencies (which includes the Department of Transportation) must be fully vaccinated against COVID-19. The salary listed includes the legislative approved 5% salary premium for positions in King County. An additional general wage increase of 3.25% will be applied for all state employees on July 1, 2022.
