Description :

Duties
As a Telecommunications Specialist, GS-0391-11/12, you will serve as command level manager/monitor for telecommunication systems plans, policies, and procedures, and requirements and implementation program manager for the command; manage, direct, and control all plans, programs, manpower, budget, financial resources, and the implementation of all leased and government owned communication and computer systems within the Sector; keep abreast of emerging technologies and develop plans, designs, and specifications for various types of communications and computer systems projects considering facility and infrastructure of the organization; provide telecommunications expertise in estimating the installation, modification, maintenance, operation, and support of both existing and new telecommunications systems; determine the best approach in terms of cost, system capability, customer requirements, and available technology for projects; prepare budgetary data and justification in support of programs/projects.

Qualifications

AREA OF CONSIDERATION: This position is in the Exceptive Service “under the authority of Title 5, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA)” and is open to on board (Tenure 1, 2 and 3) federal employees/technicians (T32 and T5) within the agency. Tenure can be located in block 24 on your latest SF 50. PCS: Permanent Change of Station (PCS) costs, Recruitment or Relocation Incentive MAY be authorized. Authorization for payment of PCS expenses, Recruitment or Relocation Incentive will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard. NOTES: 1. The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays. 2. Work may occasionally require travel away from the normal duty station. 3. The employee may be required to travel on military and commercial aircraft. 4. Recall to duty may be a requirement of this position. 5. Overtime and/or emergency overtime may be required. 6. This position is a telecommunications procurement, budget, and acquisition specialist. Financial and GPC experience preferred. SPECILAIZED EXPERIENCE: GS11 must have at least one year experience at the GS-09 level that demonstrates experience in managing engineering design analysis, contracting requirements, and developing telecommunication systems and networks for voice and data, both tactical and administrative; managing the telecommunication systems activities. SPECILAIZED EXPERIENCE: GS12 must have at least one year experience at the GS-11 level that demonstrates experience in managing engineering design analysis, contracting requirements, and developing telecommunication systems and networks for voice and data, both tactical and administrative; managing the telecommunication systems activities; knowledge of statewide contracting, acquisition and managing telecommunication networks, systems, services, and equipment; developing, preparing, and/or administering all concepts, policies, and procedures required to manage telecommunication resources and requirements; and have experiences that included guiding employees on telecommunication program tasks. MULTIPLE LEVEL RECRUITMENT: This position is being advertised using multiple level recruitment to allow for consideration of applicants with the basic skills necessary to develop to the full journeyman level of the position. If a less than fully qualified applicant is selected, incumbent may be trained and developed until proficiency is gained to full journeyman level. If less than fully qualified individual is selected for this position, the position has potential to Grade 12.
