General Summary

Under the supervision of the Parks and Recreation Director, mows and trims grass and performs other tasks in maintaining the County Parks. Installs and maintains equipment and assists in maintaining facilities, vehicles, mowers and other equipment. Assists the Parks Operations Manager in the execution of special parks projects including design, installation and maintenance. Assists in the supervision of seasonal employees and volunteers.

Position will be posted until filled

New employees will be eligible for a $1,500 recruiting stipend after 6 months of employment with the County and be eligible for $250 monthly retention stipend thereafter through January 31, 2023.

Essential Functions

Operates tractors, riding mowers, power mowers and hand equipment to trim grass, trees, shrubs and hedges. Installs landscape timbers, spreads wood chips and performs other landscaping tasks.
Removes brush, dead trees and other debris from grounds. Operates chainsaw and other power equipment.
Operates front-end loader and uses other equipment in repairs and improvements within the Parks Department.
Assists in the construction of equipment and facilities, includes assembling and maintaining playground equipment, signs, footbridges, trails, parking barriers, picnic tables, grills, stairways, building equipment and structures. Utilizes a variety of power tools.
Performs maintenance tasks such as equipment repair, carpentry, painting, masonry, landscaping, erosion control and plumbing as needed for parks operations.
Operates plow truck and snow blowers to remove snow from County Parks parking lots and roadways. Shovels trail staircases and other areas inaccessible to power equipment.
Performs maintenance on departmental vehicles and equipment, includes changing oil, changing filters and lubricating, changing fluids, sharpening blades and wiring trailers. Performs more involved maintenance tasks such as tune-ups, brake jobs, and other tasks that can be performed with departmental equipment.
Cleans shelters, restrooms and other facilities and replenishes supplies.
Enforces park rules and regulations, referring serious problems to the Parks Operations Manager and/or law enforcement agencies.
Assists Parks Operation Manager on larger projects.

Minimum Qualifications

High School diploma or equivalent. Reading skills and ability to comprehend equipment manuals, instructions and safety information and government regulations.

One to two years of related experience, which could include classes in grounds maintenance, welding, plumbing, carpentry, electrical and including the operation of equipment similar to that needed to ensure clean and welcoming parks.

Possession of a valid Michigan Driver’s License with a good driving record. Certified by the State as a Pesticide Applicator within one year of employment. Will be required to work weekends and holidays, as well as on-call needs.

Covered under the Municipal Employees’ Retirement System (MERS)
Employee contribution rate is 7.3% of gross wages – deducted before taxes
If employee leaves before retirement, they receive their contributions back with any interest on their portion less taxes and early withdrawal penalties. Employee forfeits County portion.
Minimum vesting is 10 years of service at age 60 or at least age 55 with 25 years of service
No retiree health insurance
Employee cannot contribute additional monies to retirement system

Employee shall be required to contribute 1% pre-taxed contribution and the Employer shall contribute $50/pay period.
The HCSP has a vesting period.

If an employee terminates employment prior to 5 years of service, they will receive only their contributions. An employee with 5 years of service but less than 10 years of service shall receive both their contributions and 50% of the County’s contributions upon their termination of employment from the County. An employee with 10 years of service or more shall receive both their contributions and the County’s contributions upon their retirement or termination of employment from the County.

Vacation Leave New employees begin earning 2 weeks and 3 days per year. After six months of employment, an employee should have one week accumulated and may begin using vacation time. Beginning with 5 years of employment an employee will begin earning 3 weeks and 3 days of vacation per year. Beginning with 10 years of employment an employee will begin earning 4 weeks and 3 days of vacation per year. Employees may accumulate to a maximum of four weeks or 240 hours. Accumulated vacation may be paid upon leaving employment with a 2 week written notice. Sick Leave Employees earn 3 hours per pay period. May accumulate up to 581 hours. Accumulated hours over 500 are paid out once per year. Accumulated sick leave is paid at 50% upon retirement.
Holiday Pay

13 paid holidays per year as long as an employee works or is compensated the last scheduled workday before and the first scheduled workday after the holiday. Holidays are based on the employees normal work schedule.

Longevity Pay

Begins after five years of employment: 5 through 9 years = $300/yr. 10 through 14 years = $600/yr. 15 through 19 years = $900/yr. 20 + years = $1,200/yr.

Deferred Compensation

Optional benefit if an employee wants to build another retirement plan. It is a 457 plan that allows an employee to tax shelter income during their working years.
